Regular Meeting of the Common Council

January 13th, 2021, 5:15 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, January 13th, 2021, at 5:15 p.m. at City Hall, 1503 Main Street – Mayor Koehler presiding.

Roll call was taken:  Mayor Koehler, Aldermen Meinen, Bauch, Reischel, Baribeau, Administrator Frion and Attorney Gierhart were all present.

All present gave pledge to the flag.

Meinen made a motion to approve the minutes from the December 16th regular meeting as presented.  Reischel seconded the motion and all present voted aye. 

Bauch made a motion to approve all claims against the City and Utilities as presented.  Reischel seconded the motion and all present voted aye. The claims were in the amounts listed below:

Mayor Koehler thanked those that volunteered their time for doing electrical, painting, and installing sound panels at the Bloomer Golf Course.

Motion by Meinen to approve the low bid from Dairy State Bank for a GO Promissory Note in the amount of $144,084 with an interest rate of 1.79% to purchase a snow blower within the Street Department.  Bauch seconded the motion.  Motion carried.

Motion by Reischel to allow water/wastewater utility hookup for two (2) lots Lon Wilson owns on 4th Avenue, directly behind Mr. Wilson’s 5th Avenue property, through a utility easement in which the lateral will be installed on his 5th Avenue property and hooked up to the main on 5th Avenue condition that the City receives a copy of the recorded easement prior to construction.  Bauch seconded the motion.  Motion carried.

Motion by Meinen to approve a Supplemental Letter Agreement for the 2021 Environmental Monitoring at the Bloomer Landfill with SEH.  Reischel seconded the motion.  Motion carried.

Motion by Meinen to allow up to five (5) days of paid leave for employees that are affected by COVID before the employee has to use their own paid time off with the Council reevaluating in June, 2021.  Reischel seconded the motion.  Motion carried.

Motion by Meinen to approve a “Class A” liquor license for Bloomer Floral and Gift Shop, LLC.  Bauch seconded the motion.  Motion carried.

Motion by Meinen to adjourn.  Reischel seconded the motion.  Motion carried.
