Regular Meeting and Budget Hearing of the Common Council

December 2nd, 2020, 5:15 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 2nd, 2020, at 5:15 p.m. at City Hall, 1503 Main Street – Mayor Koehler presiding.

Roll call was taken:  Mayor Koehler, Aldermen Meinen, Bauch, Baribeau, Reischel, Administrator Frion and Attorney Gierhart were present.

All present gave pledge to the flag.

Reischel made a motion to approve the minutes from the November 11th, 2020 regular meeting.  Baribeau seconded the motion and all present voted aye. 

Bauch made a motion to approve all claims against the City and Utilities as presented.  Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

The public hearing for the 2021 budget was opened at 5:17 p.m.  There were no public comments during this time.  The public hearing closed at 5:29 p.m.

Alderman Bauch announced his non-candidacy for election as he will be moving out of state.  Meinen thanked Bauch for his service.  Mayor Koehler recognized those who volunteered setting up the Christmas lights at the park.

Meinen made a motion to approve Resolution #09-20 approving the 2021 annual operating budget and adopting the 2020 tax levy.  Reischel seconded the motion.  Motion carried.

Meinen made a motion to approve the Assignment, Assumption, and First Amendment to the Bloomer Municipal Golf Course as presented.  Bauch seconded the motion.  Motion carried.

Meinen made a motion to approve the conditional use permit for 2639 Freeway Drive.  Motion failed due to no second being made.

Further discussion took place regarding the Planning Commission recommendation of denying a conditional use permit application submitted by Lynne Walter for chickens.  Walter had stated that she sent a letter to the Council rescinding her request for chickens at the 2635 Freeway Drive property, but would still like consideration for the 2639 Freeway location.  It was consensus of the Council that they would like an opportunity to look at the property before making any approval.  Item will be discussed at the next Council meeting.

Meinen made a motion to approve the quote through the League of Municipalities for the 2021 property and liability insurance in the amount of $124,221.  Baribeau seconded the motion.  Motion carried.

Meinen made a motion to approve a 1-year probationary operator’s license for Echoe Waterhouse, expiring June 30th, 2021.  Reischel seconded the motion.  Motion carried.

Baribeau made a motion to adjourn.  Meinen seconded the motion.  Motion carried.
