City of Bloomer

Regular Meeting of the Common Council

1503 Main Street

Bloomer, WI 54724

September 13, 2017, 6:00 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 13th at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Aldermen Meinen, Hofmann, Jones, Administrator Frion and Attorney Gustafson were all present.  Alderman Koehler was absent.

All present gave pledge to the flag.

Alderman Meinen made a motion to approve the minutes from the previous meeting (August 23, 2017 regular meeting) as presented.  Alderman Jones seconded the motion and all present voted aye. 

Alderman Hofmann made a motion to approve all claims against the City and Utilities as presented.  Alderman Jones seconded the motion and all present voted aye. The claims were in the amounts listed below:

Chief Zwiefelhofer informed the Council the K-9 dog will be picked up September 25th.  Officer Poppe will be attending training the week of Oct. 2nd.

Attorney Gustafson hopes to have a draft agreement for abolishing the ETZ at the next meeting.

Chippewa County is now considered a quarantined county with Emerald Ash.  There is continued work being done to increase the amount of community outreach. An open house will be held in October to provide additional information to the public. 

There will be a Lake Como Association meeting on Wednesday, September 20th at 6:30 p.m. at the Moose Lodge.

Alderman Meinen stated that the Park Board met on Saturday and would like the North Park be open May 1st – October 1st.  An ordinance revision will need to be made to put this into effect.  Mayor Steinmetz would like to see a cost comparison for lawn mowing at the parks for 2016 & 2017.  The stone wall at Willis Park is starting to deteriorate due to water coming down through the caps.  A rough estimate to fix the wall is $2,000 which will be included in the 2018 budget.  Meinen commented that when the curtains were sent for the pavilion at North Park, they sent white when clear were actually ordered.  Instead of sending them back, they are going to keep them and order another clear set for the other side of the pavilion.  Discussion took place allowing the Community Club to have a building at the North Park to hold their Christmas lights.  Further discussion will need to take place as to who will own and insure the building.

Mayor Steinmetz reminded the Council of the Joint Area meeting being held Monday, September 25th.  AJ Manufacturing will be hosting Manufacturing Day on October 12th and there will be a Middle School dedication on October 13th.  The installation of the sidewalk on 17th Avenue is supposed to start on Monday.

Motion by Alderman Hofmann to approve a certified survey map submitted by the Jane Wolf Trust for part of the NE ¼ of the SE ¼ and the SE ¼ of Section 8, T30N, R9W in the Town of Woodmohr contingent upon approval of the Woodmohr Town Board.  Alderman Meinen seconded the motion.  Motion carried.

Motion by Alderman Jones to approve a certified survey map submitted by Rocney and Debbie Rogge for part of the SW ¼ of the NW ¼ of Section 6, T30N, R9W in the Town of Woodmohr contingent upon approval from Woodmohr Town Board.  Alderman Hofmann seconded the motion.  Motion carried.

Motion by Alderman Meinen to approve the pricing for cardboard pick-up effective October 1st, 2017.  Alderman Hofmann seconded the motion.  Motion carried.

Motion by Alderman Meinen to approve the quote allowing the Electric Department to hire Energis to perform maintenance at the substation.  Alderman Hofmann seconded the motion.  Motion carried.

Motion by Alderman Hofmann to install a gate or camera at the gravel site Alderman Meinen seconded the motion.  Alderman Hofmann amended his motion to install a gate at the gravel site which will be open Monday –Friday 7am to 3:30 pm with additional hours Wednesday 4pm – 7pm and Saturday 8am to noon.  Alderman Jones seconded the motion.  Motion carried.

Motion by Alderman Jones to table the discussion on getting a formal appraisal of the Bloomer Memorial Golf Course until there is a full Council present.  Alderman Hofmann seconded the motion.  Motion carried.

Motion by Alderman Hofmann to approve a temporary Class “B” picnic license for the Bloomer Community Club on September 30th – October 1st, 2017, at the Bloomer Fairgrounds.  Alderman Meinen seconded the motion.  Motion carried.

Motion by Alderman Jones to approve a temporary Class “B” picnic license for the Bloomer Fire Department on September 16, 2017, at the Bloomer Fairgrounds.  Alderman Hofmann seconded the motion.  Motion carried.

Motion by Alderman Meinen to approve a “Class B” picnic license for St. Paul’s Catholic Church on September 23rd & September 24th, 2017, at 1222 Main Street.  Alderman Jones seconded the motion.  Motion carried.

Motion by Alderman Hofmann to approve a license to serve fermented malt beverages & intoxicating liquors for Jacob J. Bernard Bohn.  Alderman Meinen seconded the motion.  Motion carried.

Motion by Alderman Hofmann to adjourn.  Alderman Meinen seconded the motion.  Motion carried.
