Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, March 9, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Meinen presiding.
Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney Gustafson.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the minutes from the previous meeting (February 24, 2016) as presented. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

A hearing was opened for Chasitey L. Miller for reconsideration of the denial of her operator’s license application on February 24, 2016. She had been denied because of high point levels on her record. Police Chief Zwiefelhofer stated she was two points above the cut-off level. Ms. Miller was present and requested the city to approve her license. The hearing was closed. Alderperson Steinmetz made a motion to approve an operator’s license for Chasity L. Miller for a 1 year probationary period and with no future violations. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve a contract with Bluestem Consulting for conducting an Urban Forest Inventory & Management Plan for $12,200. Alderperson seconded the motion. Discussion: Alderperson Meinen question if any ash trees have been cut. Mr. Meindel stated the study will give them information regarding how many trees are located on city property and the best procedure for removal and replacement. All present voted aye.
Pete Paulson, Electric Administrator informed the Council that he signed a Confidentiality Agreement with Dairyland Power Cooperative for electric capacity. The capacity agreements run from June 1st to May 31st. By signing the agreement the City agrees that if there is an open records request that we would refer any requests to them and they would handle the records. The Council had no objections to their agreement.
Alderperson Hofmann made a motion to approve purchase of turnout gear for the Fire Department for $18,011. Alderperson Meinen seconded the motion and all present voted aye. Fire Chief Bleskacek stated this was the balance of the designated funds plus the Bloomer Firefighters contributing $3,000 towards the purchase.
Police Chief Zwiefelhofer reported he has been working with MEUW representative Duey Reiten to develop an Emergency Operations Guide for the City. He explained the procedure they have followed to develop a rough draft for consideration. He questioned the Council regarding the desire of the City to create such a document. He had been requested by the Council at a previous meeting to proceed with developing the guide. Mr. Paulson objected to the procedure being followed. He feels the other department heads were excluded in the beginning draft. Chief Zwiefelhofer stated this was a rough draft and input would be welcomed by other department heads. Mr. Paulson stated he had not received a copy for review. Chief Zwiefelhofer will forward copies to all city department heads. Alderperson Koehler made a motion to approve forging ahead with continuation with MEUW staff to develop an Emergency Operations Guide and to involve all departments of the City. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve temporary Class “B” picnic licenses for the following events listed below. Alderperson Koehler seconded the motion and all present voted aye.
Bloomer Chamber of Commerce-June 2-3, 2016-9th Avenue Fairgrounds
Bloomer Community Club-July 27-August 1, 2016-9th Avenue Fairgrounds
Bl. Comm. Visitors Center-Sept. 10-11, 2016-9th Avenue Fairgrounds
Alderperson Meinen made a motion to approve a Live Music & Dancing license for Bloomer Community Club July 27 – August 1, 2016 – 9th Avenue fairgrounds. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve Resolution 1142 - To Authorize Mayor and City Clerk to Execute Deed to Robert Branshaw to Lot 203, Iron Horse Industrial Park Plat. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve the application for a license to serve fermented malt beverages & intoxicating liquors for Teardra A. Schreck as approved by Police Chief Zwiefelhofer. Alderperson Meinen seconded the motion and all present voted aye.
Clerk Stoik informed the Council of the next Joint Area meeting for Mayors and Council members will be held in Menomonie on March 29th. Please RSVP by March 22, 2016. She also informed the Council of a negotiations meeting to be held with the LAW – Police union on April 13th at 7:00 p.m.
Michael Meindel, Street, Water & Sewer Administrator informed the Council a telecommunications company has contacted the City and wants to place a tower in the City’s right-of-way. He is unsure of the height and location they requested. Attorney Gustafson will review the documents and ordinances to insure proper compliance. He also informed the Council the farmer that previously planted crops on City owned land in the industrial park is no longer farming and he has been contacted by a different farmer to take over the lease. Attorney Gustafson stated the Council could not act on this issue. It will be placed on the next agenda for consideration.
Peter Paulson, Electric Administrator reported he had been contacted by Dove Healthcare and he will be purchasing equipment and supplies to supply power to their new facility.
Tony Rubenzer, Building Inspector/Zoning Administrator – no comments.
Police Chief Zwiefelhofer informed the Council regarding his recent communications regarding personal property being stored on public right-of-way and the procedure he has been following to correct the situation.
Fire Chief Brian Bleskacek – no comments.
Alderperson Meinen – no comments.
Alderperson Hofmann – no comments.
Alderperson Steinmetz – no comments.
Alderperson Koehler – no comments.
Mayor Meinen – no comments.
Alderperson Steinmetz made a motion to go into closed session under Wis. Stats. 19.85 (1) (e) & (c) as read by Mayor Meinen. Alderperson Koehler seconded the motion and a roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.
Alderperson Meinen made a motion to come out of closed session and report on action taken. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve the revised offer to purchase from Mike Poirier for Lot 204 for $21,000 including closing costs and attorney fees. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Meinen made a motion to adjourn the meeting. Alderperson Steinmetz seconded the motion and all present voted aye.
