Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, June 29, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.
Roll call was taken: Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Clerk Stoik and Attorney Gustafson. Alderperson Koehler was absent.
All present gave pledge to the flag.
Alderperson Hofmann made a motion to approve the minutes from the previous meeting (June 8, 2016) as presented. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Jones seconded the motion and all present voted aye. The claims were in the amounts listed below:

Jacob Checkalski, 1403 7th Avenue was present regarding the Robert Olson garage construction adjacent to his residential property. He questioned the size of the rain gutters that were recently installed. He feels the roof area is way too large for the size of gutters installed. He also questioned the amount of snow that will run off the roof. Other concerns he addressed were the size of the lot stated, storage sheds that are placed in the alley right-of-way, and snow and rain run-off on to his property. Trevor Dachel, 616 Oak Street questioned the junk currently lying around the property and if he will be able to park vehicles on the outside once it is completed. Mayor Steinmetz stated he would have the building inspector look into their concerns.
Alderperson Meinen made a motion to approve changing the health insurance carrier to Group Health Cooperative for city employees effective July 1, 2016. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Meinen made a motion to approve a Street Use Permit for Midwest Physical Therapy for the 8th Annual Scoot & Skedaddle race on July 29, 2016 on 16th Avenue from 6 to 9 p.m. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve an extension to the licensed premise for Badger Hole, 1019 15th Avenue, Class “B” Combination beer & liquor license on Saturday, August 13, 2016 from 4 p.m. to Sunday, August 14, 2016 at 2:30 a.m. and live music and dancing license on Saturday, August 13, 2016 from 8 p.m. to 12:00 a.m. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Jones made a motion to approve Police Chief Zwiefelhofer selling the 2010 police Ford Explorer. Alderperson Hofmann seconded the motion and all present voted aye.
Mayor Steinmetz reported that Merle Richter has resigned from the Planning Commission. He did not have anyone to appoint to this position at this time. If any Council member knew of someone, let him know.
Alderperson Hofmann made a motion to appoint Randy Summerfield to the Downtown Façade & Micro-loan fund committee. Alderperson Jones seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve applications for fermented beverages & intoxicating liquor to the following listed and to deny Andrew J. Sirvas for too many points on his record as reviewed and approved by Police Chief Zwiefelhofer. Alderperson Meinen seconded the motion and all present voted aye.

Police Chief Zwiefelhofer reported the city mechanic was working on installation of all the equipment into the new squad car. It should be on the road in the next week.
Clerk Stoik reported there will be a primary election on August 9, 2016.
Tony Rubenzer, Building Inspector/Zoning Administrator – was not present.
Peter Paulson, Electric Administrator – was not present.
Michael Meindel, Street, Water & Sewer Administrator – was not present.
Alderperson Koehler – absent.
Alderperson Meinen – no comments.
Alderperson Hofmann reported the grass had been mowed in back of Dollar General, but there were tall weeds around the pond.
Alderperson Jones – no comments.
Mayor Steinmetz stated he would like to schedule a department head meeting on July 7th at 8:00 a.m. He reported on the ETZ and Planning Commission meeting held on June 23rd. He questioned if Attorney Gustafson would be able to attend their meeting on July 14th to resolve some of the issues with the rough draft to the mining ordinance. Attorney Gustafson will check his schedule. He also wished everyone a happy and safe holiday weekend.
Mayor Steinmetz stated there was no need to go into closed session at this time. No action was taken by the Council.
Alderperson Meinen made a motion to adjourn the meeting. Alderperson Hofmann seconded the motion and all present voted aye.
