City of Bloomer

Regular Meeting of the Common Council

1503 Main Street

Bloomer, WI 54724

December 13, 2017, 6:00 p.m.

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, December 13th at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Aldermen Meinen, Jones, Koehler, Administrator Frion and Attorney Gustafson were all present.  Alderman Hofmann was absent.

All present gave pledge to the flag.

Alderman Meinen made a motion to approve the minutes from the November 29, 2017 meeting as presented.  Alderman Jones seconded the motion and all present voted aye. 

Alderman Koehler made a motion to approve all claims against the City and Utilities as presented.  Alderman Jones seconded the motion and all present voted aye. The claims were in the amounts listed below:

Offiicer Poppe was present with the K-9, Rocky.  There have been a couple drug finds with the dog since on staff.  Police Chief Zwiefelhofer stated that the Department is still receiving donations and they also have someone who is willing to donate the food for Rocky.

Fire Chief Bleskacek commented that there is currently no interest in the student explorer program offered through his department.  Bleskacek stated he had an adult who was interested in doing the program.  Bleskacek stated someone will be retiring within the next 6-months.  By allowing this individual to go through the program they would hopefully be able to backfill the open position upon retirement of the current employee with the adult that has the education and training.  Bleskacek stated this is a non-paid position.

Administrator Frion provided the Council with an update on the phosphorus project.  The recycling center will have modified hours during the holidays.  A notice has been published in the paper.  Frion also thanked everyone for their contribution towards the employee sponsored Christmas gathering.  A reminder was given that the City of Bloomer has an ordinance requiring citizens to shovel their sidewalks within 24-hours of a snowfall.

Mayor Steinmetz wished everyone a Happy Holidays.

Motion by Alderman Meinen to cancel the December 27th meeting and continue having the Common Council meetings on the 2nd and 4th Wednesdays of the month until the reorganizational meeting in April.  Alderman Jones seconded the motion.  Motion carried.

Discussion took place pertaining to installing a gate at the brush site.  Alderman Koehler feels it is unfortunate that we have to go to this measure, but due to recent incidences, it doesn’t appear that by having the cameras at the site, it will keep the brush site from being abused.  Alderman Jones stated he was not initially in favor of installing a gate either, but seeing that it is still being abused, this is our next measure.

Motion by Alderman Meinen to install a gate at the brush site with having the hours of being open coinciding with the hours of when the North Park is open.  Alderman Koehler seconded the motion.  Motion carried.

Motion by Alderman Koehler to amend Sec. 12-1-4(a) & 12-1-4(b) – Park Hours as presented with amending the pedestrian traffic to state “shall be allowed from dawn to dusk….”  Alderman Meinen seconded to motion.  Motion carried.

Discussion took place regarding the fines that are associated with littering, specifically at the brush site.  The City only receives a portion of the citation that is given when littering takes place.  It was a consensus of the Council to have 2 different fine amounts relevant to littering based on severity. Police Chief Zwiefelhofer is going to review the current bond schedule and make recommended changes.  A revision of the littering ordinance will come to a future Common Council meeting.

Motion by Alderman Jones to appoint the 2018-2019 election inspectors as presented.  Alderman Koehler seconded the motion.  Motion carried.

Motion by Alderman Koehler to appoint Gary Lueck to the Planning Commission.  Alderman Jones seconded the motion.  Motion carried.

Motion by Alderman Meinen to approve a temporary Class “B” Picnic License to the Bloomer Community Club January 12-13, 2018 at the Bloomer Fairgrounds.  Alderman Koehler seconded the motion.  Motion carried.

Motion by Alderman Meinen to adjourn.  Alderman Jones seconded the motion.  Motion carried.
