APRIL 26, 2010
Pursuant to due call and notice thereof a regular
meeting of the Common Council of the City of Bloomer
was called to order on Monday, April 26, 2010 at 7:30
p.m. at City Hall – Mayor Summerfield presiding. Roll
call was taken: Mayor Summerfield, Alderpersons
Hofmann, Steinmetz, Koehler and Clerk Stoik.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the
minutes from the previous meeting (April 14, 2010 & April
21, 2010) as presented. Alderperson Hofmann seconded
the motion and all present voted aye.
Alderperson Hofmann made a motion to approve all
claims against the City & Utilities as presented. Alderperson
Koehler seconded the motion and all present voted aye. The
claims were in the amounts listed below:

AUDIENCE COMMENTS
There were no audience comments.
No action was taken regarding a Certified Survey Map
submitted by Cooper Engineering for Progressive Rail,
Inc. for property located on the east end of Industrial
Boulevard. This had been previously reviewed
as a preliminary draft. A formal copy needs to
be submitted to the Planning Commission for formal
action and then will be on the agenda for the May 12,
2010 Common Council meeting.
Discussion was held with Mike Vaughn to approve a
Managed Service Agreement with DCS Netlink. Chief
Carr reviewed their proposal from the last meeting
and is recommending the revised proposal. Questions
were asked regarding the on-site vs. off-site monitoring
and the preventive maintenance. It was also proposed
to only proceed with a one-year contract without an
automatic renewal. Mr. Vaughn was in agreement
to the changes. Alderperson Koehler made a motion
to approve a Managed Service Agreement with DCS Netlink
for a 1 year agreement with the changes as proposed. Alderperson
Hofmann seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve transfer
of $4,500 from the Dispatcher account to the Softball
account (athletic field) to cover the overages for
the extension of the fence. Alderperson Hofmann
seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve changing
the May 26, 2010 meeting to Thursday, May 27, 2010
@ 6:00 p.m. Alderperson Steinmetz seconded the
motion and all present voted aye.
Alderperson Hofmann made a motion to approve an application
for a license to serve fermented malt beverages & intoxicating
liquors for Kathryn E. Nevin as approved by Police
Chief Carr. Alderperson Koehler seconded the
motion and all present voted aye.
DEPARTMENT HEADS
Peter Paulson, Electric Administrator reported that
the contractor was finishing up the final punch list
for the electric shop. He hoped to have the issues
resolved soon. He also reported a situation regarding
the power at the softball field. The current
Electrical building is in very poor condition. He
will get an estimate together for future consideration.
Police Chief Rick Carr reported the Crown Vic police
car broke down on Monday. They will be looking
into repair costs. He will keep the Council informed. He
also reported that the speed board is in that he purchased
with grant money. He is working with the Electric
Dept. to have it installed soon. He also is continuing
to work on surveys for the 17th Avenue traffic situation. He
hoped to have the results soon for public inspection. The
new squad is in. Detailing has been completed. He
is waiting for the delivery of a new counsel. This
should be in within a week. He hoped to have
the new squad on the road soon.
Michael Meindel, Street, Water & Sewer Administrator
was not present.
Tony Rubenzer, Building Inspector – had nothing
to report.
ALDERPERSON COMMENTS
Alderperson Hofmann questioned a letter received from
DOT regarding repairs to State Highway 40 between Bloomer
and Colfax. Most of the work will be culvert
repairs.

Alderperson Koehler – no comments.
MAYOR COMMENTS
Mayor Summerfield – no comments.
Alderperson Koehler made a motion to adjourn the meeting. Alderperson
Hofmann seconded the motion and all present voted aye.
