Pursuant to due call and notice thereof a regular meeting of
the Common Council of the City of Bloomer was called to order
on Wednesday, April 11, 2012 at 6:00 p.m. at City Hall – Mayor
Roll call was taken: Mayor Summerfield, Alderpersons
Meinen, Hofmann, Steinmetz, Koehler, and Clerk Stoik.
Attorney Thiel was absent.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the minutes
from the previous meetings (March 26, 2012 & March 28,
2012) as presented. Alderperson Meinen seconded the
motion and all present voted aye.
Alderperson Hofmann made a motion to approve all claims
against the City and Utilities as presented. Alderperson
Koehler seconded the motion and all present voted aye. The
claims were in the amounts listed below:

Matt Meinen thanked the aldermen for doing a good job.
He stated they had a lot of support from the community.
Police Chief Jared Zwiefelhofer requested clarification from
the Council regarding the enforcement of Ordinance 7-1-9 Pit
Bulls and Other Dangerous Animals. He stated the
ordinance says they need a $50,000 liability policy and a
letter from the licensed veterinarian stating no bad
behavior. He wanted to know if this needed to be done on
a yearly basis. The way the ordinance is written- it was
unclear. After discussion, the Council decided that it
should be required on a yearly basis. This will be
written into the ordinance and presented at the next meeting.
Eric Stone also spoke regarding the requirement for
muzzles. He has purchased two muzzles for his dogs and
they do not like them. He would like the Council to
reconsider the muzzle requirement for pit bulls. He
thinks all dogs should be treated the same and it was unfair to
single out pit bulls. No action was taken by the
Alderperson Steinmetz made a motion to ratify the contract
for wages with IBEW – Electric Workers effective April 1,
2012. Alderperson Koehler seconded the motion and all
present voted aye. Mayor Summerfield stated that the City
offered them a .50 cent raise (2%). The last raise was
January 1, 2010.
Alderperson Hofmann made a motion to approve Debbie LaGesse
to attend UW-Green Bay Clerk & Treasurers Institute – July
9-13, 2012. Alderperson Koehler seconded the motion and
all present voted aye.
Alderperson Meinen made a motion to approve attendance at
Weld, Riley, Prenn & Ricci – Labor and Employment Law
Seminar for Public Sector Employers on May 17, 2012.
Alderperson Hofmann seconded the motion and all present voted

the following League of Municipalities events.

Alderperson Steinmetz made a motion to approve applications
for licenses to serve fermented malt beverages and intoxicating
liquors to the applicants listed below as approved by Police
Chief Zwiefelhofer. Alderperson Koehler seconded the
motion and all present voted aye.

Alderperson Hofmann stated he had placed the item of
discussion regarding the ambulance administrator on the
agenda. He stated he was investigating the situation and
would not put on the agenda until further notice.
Michael Meindel, Street, Water & Sewer Administrator was
questioned by Alderperson Hofmann regarding the rental
agreement for farming the industrial park. Mr. Meindel
stated he was working with the renter to determine what was and
could be planted. Alderperson Koehler questioned the
planting of trees on the berm in the industrial park. Mr.
Meindel will also be checking into planting more trees.
Peter Paulson, Electric Administrator questioned the Council
if he could donate a 5K transformer to a vocational school for
training. They no longer use it and had no use for
it. The Council had no objection to Mr. Paulson
donating it as long as the school picked it up.
Police Chief Jared Zwiefelhofer informed the Council that he
ordered the new squad after the last Council meeting and did
not take the extended warranty because with new orders it
includes 5 years/100,000 miles.
Alderperson Meinen questioned Mayor Summerfield regarding a
recent article he had placed in the newspaper during the
elections. In the article, it stated that he had attended
UW-Eau Claire. He questioned Mayor Summerfield if he had
graduated. Mayor Summerfield responded that he did not
have a degree, but had attended for many years.
Alderperson Hofmann – no comments.
Alderperson Steinmetz – no comments.
Alderperson Koehler – no comments.
Mayor Summerfield reported he wrote a letter to DNR
regarding the misclassification of the Bloomer Mill Pond
dam. They currently want the City to have the dam
inspected on a 2 year rotation. He feels this is wrong
and is requesting them to review their records.
Alderperson Steinmetz made a motion to adjourn the
meeting. Alderperson Hofmann seconded the motion and all
present voted aye.
