November 23, 2009
Pursuant to due call and notice thereof a regular
meeting of the Common Council of the City of Bloomer
was called to order on Monday, November 23, 2009 at
6:05 p.m. at City Hall – Mayor Thur presiding.
Roll call was taken: Mayor Thur, Alderpersons Young,
Steinmetz, Koehler, Clerk Stoik and Attorney Thiel.
Alderperson Hofmann was absent.
All present gave pledge to the flag.
Alderperson Steinmetz made a motion to approve the
minutes from the previous meeting (November 11, 2009 & November
17, 2009) as presented. Alderperson Koehler seconded
the motion and all present voted aye.
Alderperson Young made a motion to approve all claims
against the City & Utilities as presented. Alderperson
Steinmetz seconded the motion and all present voted
aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS
Jerry Davis was present representing the American
Legion. He thanked the Council for their past support
of their organization. He presented Mayor Thur a Certificate
of Appreciation to the City of Bloomer. In recognition
and sincere appreciation of outstanding service and
assistance which contributed to the advancement of
the American Legion programs and activities dedicated
to God and Country, signed by Jim Hudacek, Adjutant;
Marvin Zwiefelhofer, Commander; Gerald Davis, Past
Commander. Also present was David Olson. He also was
presented a certificate from Marvin Zwiefelhofer, Commander
for his past service work to their organization. Mr.
Olson thanked all the veterans and their past service
to our country. Jim Hudacek, Adjutant presented Barry
Hoff, Publisher of the Bloomer Advance a certificate
for all the help and assistance they have received
from them at the Advance office.
Alderperson Young made a motion to approve Ordinance
09-08 – To Amend Section 7-1-3 (a) (3) and (b)(1)
of the City Code; Dog License and Kennel Fees. Alderperson
Steinmetz seconded the motion. Alderperson Young proposed
a higher increase of $10 for spayed/neutered; $15 male/female
and $70 for a kennel license. Alderperson Young made
a motion to amend the above motion to include the higher
amounts. Alderperson Steinmetz seconded the motion
and all present voted aye.
Alderperson Koehler made a motion to approve Ordinance
09-09 – To Adopt the Comprehensive Plan of the
City of Bloomer as approve in Resolution 1078 – “CITY
OF BLOOMER COMPREHENSIVE PLAN”. Alderperson Young
seconded the motion and a roll call voted was taken:
Alderperson Young, aye; Hofmann, absent; Steinmetz,
aye; Koehler, aye.
Alderperson Young made a motion to approve the Direct
Marketing Proposal with 3D Strategies for 2010 for
$15,900. Alderperson Koehler seconded the motion and
all present voted aye.
Alderperson Young made a motion to approve Ordinance
09-10 – To Adopt a New Salary Schedule for Mayor
from $250 per month to $450 effective after the April
2010 election. Alderperson Koehler seconded the motion
and all present voted aye.
Alderperson Steinmetz made a motion to approve changing
the December 23, 2009 meeting to Tuesday, December
22, 2009. Alderperson Koehler seconded the motion and
all present voted aye.
DEPARTMENT HEADS
Peter Paulson, Electric Administrator – was
not present.
Michael Meindel, Street, Water & Sewer Administrator – was
not present.
Police Chief Carr reported that he would be checking
into a speed board sign that shows traffic the speed
they are traveling. It would be a permanent sign, not
movable. He had also received the speed report from
Short, Elliott and Hendrickson, but did not have time
to review it yet. The carpet at the station has been
installed. Alderperson Young questioned snow parking.
Chief Carr responded that it will be taken care of
by phone when there no longer are dispatchers present.

Clerk Stoik informed the Council that there would
be an April 2010 city election for the offices of Mayor,
1st Ward Alderperson and 3rd Ward Alderperson. Election
papers can be taken out starting December 1st and returned
by January 5, 2010.
MAYOR COMMENTS
Mayor Thur – no comments.
Alderperson Steinmetz made a motion to adjourn the
meeting. Alderperson Koehler seconded the motion and
all present voted aye.
