January 13, 2010
Pursuant to due call and notice thereof a regular
meeting of the Common Council of the City of Bloomer
was called to order on Wednesday, January 13, 2010
at 6:00 p.m. at City Hall – Mayor Thur presiding.
Roll call was taken: Mayor Thur, Alderpersons Young,
Hofmann, Steinmetz, Koehler, Clerk Stoik and Attorney
Thiel.
All present gave pledge to the flag.
Mayor Thur welcomed high school students to the meeting.
Alderperson Steinmetz made a motion to approve the
minutes from the previous meeting (December 22, 2009)
as presented. Alderperson Hofmann seconded the motion
and all present voted aye.
Alderperson Koehler made a motion to approve all claims
against the City & Utilities as presented. Alderperson
Young seconded the motion and all present voted aye.

AUDIENCE COMMENTS
There were no audience comments.
Alderperson Young made a motion to approve purchasing
a new police squad vehicle from Bloomer Ford for $23,950
for a Ford Explorer. Alderperson Steinmetz seconded
the motion and all present voted aye.
Alderperson Hofmann made a motion to approve Chief
Rick Carr to attend the Winter Chief’s Training
conference in Wis. Dells. Alderperson Koehler seconded
the motion and all present voted aye.
Police Chief Carr stated that after a recent article
in the League of Municipalities, he would like to review
some issues regarding cell phone usage by Police Officers.
He will put this on a future agenda for consideration.
Alderperson Hofmann made a motion to approve final
payment for purchase on the 1997 pick-up truck for
the Fire Department for $4,000. Alderperson Young seconded
the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve purchase
of new tires for the Fire Department - $3,500 for three
vehicles. Alderperson Koehler seconded the motion and
all present voted aye.
Alderperson Hofmann made a motion to approve replacement
of an air compressor for the Fire Department for $800.
Alderperson Koehler seconded the motion and all present
voted aye.
Alderperson Hofmann made a motion to approve the annual
fire incident report and the 2009 breakdowns of runs
by the municipality as presented by Fire Chief Bleskacek.
Alderperson Koehler seconded the motion and all present
voted aye.
Discussion was held regarding covenants on residential
lots in Iron Horse Industrial Park. Alderperson Hofmann
stated he had been contacted by a person interested
in purchasing a residential lot in the Iron Horse Industrial
Park. In the covenants it states no camper trailers
shall be parked in the yard. He asked Council to reconsider
this, because he has no other location to store his
camper. The Council reviewed other covenants in the
subdivision. They will continue to review, but took
no action at the meeting.
Alderperson Steinmetz made a motion to approve 2009
building permit report as presented. Alderperson Koehler
seconded the motion and all present voted aye.
Alderperson Young made a motion to approve the job
description and to post for a Shop Mechanic in the
Street Department as described by Administrator Meindel.
Alderperson Steinmetz seconded the motion and all present
voted aye.
Alderperson Koehler made a motion to approve the Class “B” picnic
licenses as described below and approved by Police
Chief Carr. Alderperson Steinmetz seconded the motion
and all present voted aye.

Alderperson Hofmann made a motion to approve Mayor
Thur to attend Ehlers Public Finance Seminar on Feb.
11 & 12, 2010. Alderperson Young seconded the motion
and all present voted aye.
Alderperson Steinmetz made a motion to approve attendance
at the Joint Area Meeting hosted by Bloomer on January
28, 2010. Alderperson Hofmann seconded the motion and
all present voted aye.
DEPARTMENT HEADS
Peter Paulson, Electric Administrator – had
nothing to report.
Michael Meindel, Street, Water & Sewer Administrator – had
nothing to report.
Police Chief Rick Carr explained that they recently
had a meeting of the committee concerning the parking
issues, etc. in the school area on 17th Avenue. He
felt it was a good committee and will keep the Council
informed of their progress.
ALDERPERSON COMMENTS
Alderperson Young – no comments.
Alderperson Hofmann – no comments.
Alderperson Steinmetz stated that the city Christmas
Party was a good event. He hoped the City continued
to have it at the old clubhouse.
Alderperson Koehler – no comments.
MAYOR COMMENTS
Mayor Thur had no comments.
Alderperson Steinmetz made a motion to go into closed
session under Wis. Stats. 19.85 (c) as read by Mayor
Thur. Alderperson Koehler seconded the motion and a
roll call vote was taken: Alderperson Young, aye; Hofmann,
aye; Steinmetz, aye; Koehler, aye.
Alderperson Steinmetz made a motion to come out of
closed session and report on action taken. Alderperson
Koehler seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve rehiring
skating rink attendants Sharon Young at $9.75 per hour
and Katie Young at $7.75 per hour for the 2009-2010
season. Alderperson Hofmann seconded the motion and
Alderperson Hofmann, Steinmetz and Koehler voted aye.
Alderperson Young – abstained.
Alderperson Hofmann made a motion to approve 2010
salaries for Michael Meindel, Street, Water & Sewer
Administrator at $60,700; Peter Paulson, Electric Administrator
at $57,700; Richard Carr, Chief of Police at $57,100;
Sue Stoik, Clerk-Treasurer at $56,600; and Debora LaGesse,
Deputy Clerk-Treasurer at $42,300 per year. Alderperson
Steinmetz seconded the motion and all present voted
aye.
Alderperson Steinmetz made a motion to adjourn the
meeting. Alderperson Koehler seconded the motion and
all present voted aye.
